Hi ! Yes, the limitation of X shift change in interlaced hires FLI mode is mostly an attempt to make the output more stable, but it also reduces the number of combinations to be tested if four lines are optimized at once, there are only 81 iterations instead of 4096 then.
By the way, while the file format may suggest that background colors can also be set independently for each line, it is actually only the case if there are at most 200 lines per field. Otherwise, the FF15 color can only be changed in odd lines if the FF07 value does not change in the same line.
