American Plus/4s are NTSC. You can verify it like this: after power on, type MONITOR + return, then type >FF07 and return. If the first number after >FF07 is 48, it's NTSC. If it's 08, then it's PAL.
All the games that are on c64.rulez.org are also linked from our site. By browsing there, you won't be able to tell if a game will run on NTSC or not, but by browsing our site, you can. (E.g. by looking at Oblido, you will see that it's PAL & NTSC compatible, and you will also see the rulez.org download link.)
