I'm assuming you are using some version of Windows, and by opening you mean double-clicking the downloaded file. That will work only if some program is associated with the file extension's, which you can easily do manually. However, there are two even easier ways:
1) Run your favorite emulator and open the game through the File -> Open command.
2) In YAPE, click File -> File Associations, check at least PRG and click OK. After this, you should be able to just double-click the Icicle_Works.PRG file, and it should open in YAPE.
