This error message does not occur when the configuration files are not found, as errors while loading the configuration on start-up are normally ignored. It usually means that an invalid command line option was used, but could also be caused by an internal error (i.e. bug or broken executable). By the way, other projects that use FLTK also seem to create a resource fork with /Developer/Tools/Rez; is that important ?
If everything else fails, I also have a hacked version that does not use threads, as FLTK with threading is often a source of problems on OS X.
