TED is very sensitive, most likely it is dead in that Plus/4. You might give it a check: carefully remove the chip, which is labelled as 7360 or 8360 from the C16, and replace the same chip in the Plus/4. If it started working then the TED is dead.
I don't remember whether the processor mounted on the surface or not, you could also give it a try. It is labelled as 7510 or 8510.
I don't know what might be wrong with the C16, it sounds to me as broken TV modulator, but I am really not a HW guy.
