Looking at the images it seems that only A15-A0, D7-D0,R/W,RAS,CAS,Phi2 and MUX are connected. So there is no trickery with cardridge select etc.
From what I can make out the CAS line is connected to the transistor. So it appears that the CAS line is actively driven high to avoid accessing the internal DRAM. If course that may work, but you need quite some current. I guess that is why a transistor is used.
Not a very nice design. I would be afraid of damaging the TED.
