If the I flag in the CPU is set - bad luck. It would not be an issue if only $FFFE/$FFFF (not xC/xD as I stated previously) were hijacked. The circuit misses some gates for that. All that would be required is an AND gate for A13/A14 and proper programming of the EEPROM (fill unsued space with $FF). Maybe another error in the schematic?
