As far as I can tell, there would be no problem with an external 64K expansion for the C16 as theres no RAM there in the 1st place. This means it'll never be in conflict with any DATA being sent from the external bus. You don't need to use the RAS/CAS lines either, as you can just decode the address lines yourself.

The only problem with a +4 memory expansion is that yes, DATA would be send from the internal ram and external ram at the same time....this wouldn't happen with a C16 since its not a 64K expansion, but 48K one... and you never get a request for memory that overlaps.
