Here is an article from 'Your Commodore' magazine in 1987. It tells how to construct a cable to allow a Plus/4 (or C64 or 128) to another computer, and some simple software to control it.

If you just want to move files over from your Plus/4 (for use with an emulator, for example) then check sta.c64.org for the software, and they can alse sell you a cable to connect the 1541/1571/1581 to your IBM compatiable computer.
