To be honest I know very little about PC's because I still use my Amiga for most things. So only lamo ideas I can offer 
Have you just updated Windows? If so you might find shutting down from windows to DOS my leave you no memeory to run Starcommander? (I have this problem with my PC).
You could try making a Windows boot disk to enter DOS and then run Starcommamder? (This is the only way I can get MTAP to work on my PC).
