This problem occures (mostly) when you have installed win98 onto win95, so win98 refreshed the files of '95. If the methods that Mike suggested are failing, try to delete the whole windows directory,and install again. Kinda excentrical method, but it worx. And on my PC win98 had to overwrite the boot sector to work correctly.
