Yes, someone has. Way back in the late 1990s it was wonderful. Now, not so much.

What would be the best term program for the Plus/4?

Mh, I really don't know which's the best, but you can run some tests on the stuff in the Utility/Modem subcategory here

Connecting to some BBS would be the normal way of being so called online with an 8bit... C64 scene still have the odd users running them.
I wouldn't even put my Amiga online these days let alone an 8bit computer. It's like saying I'll compete in the Isle of Man TT Race on a Penny Farthing while the rest of us use the latest Super Bikes, yeah whatever... We will be home in time for cornflakes before the Penny Farthing has finished a lap.

lol yep, I can't see any point in using an old microcomputer above a modern day PC to hook up to the internet, which is why hardly anyone ever does it these days. 25 years ago though I imagined it being amazing, but being series-264 paupers back then (OK I had a C64 at that point) we never really had the money for such extreme extravagance. Still, it would be briefly kinda fun to find out just what all the fuss was about back then

BAZ my friend i agree with you whats the point hooking up an 8 bit computer to the INTERNET i see no point thats what PCs are for but i bet there are people with PLUS 4s, C64s and even a SPECTRUM hooked up to it! I know someone had a VIC 20 running on it whats the point in that??

Just to prove they can more than likely, or maybe they have no other means of getting stuff over to a real machine so use the only way they know how. Most being in the USA where it was more common.

@MIK, that's pretty much the nail on the head. Call a BBS or a local internet provider that offers a text-based interface to the 'net.
@Bernando, the only one I'm familiar with is Higgyterm. It came with the original 1660 (grey box, not the white box) and it's downloadable as a .d64 from this site.
@Commodore69, if you think it's a silly idea, then why did you ask? :p

Oh, very good. I will try it out. If I can get my C128DCR on the Net with Desterm 2.01, a 56K modem, a Turbo-232 cart, and the dial-up shell service I have, then I'll see if I can get the Plus/4 on it. I can dig out my Aprotek Mini-modem 2400 and try it with the Plus/4.
