Edited by me, though it's would be no fair because it "steals net" from the original site. Cute piece of hardware btw, let's wait for the hardware gurus.

That's an EPROM (the word 'LOW' also gives a hint)... + some HW (?). Could be worth dumping its contents! In case it's not possible from HW, I have posted once a small software ROM dumper here on the forum...

Let's guess: Miraculix is the famous druida in the Asterix cartoons, who created from a little bit of everything the magical potion, made the galls the best warriors... So, it should be a toolset, a little bit of everything (like disc copy, assembly, disc tool, etc), made the Plus/4 the best 8-bit computer.
OK, waiting for the result...
(BTW unfortunately Plus/4 never had a Final Cartridge, would make the plus/4 the best tool for cracking etc... or maybe I miss something from the picture?)

Well Patrick said on Commodore16.com that he tried it but the on/off button is broken as nothing happened.
Maybe he can fix it soon and then he'll let us know more.

Looks like a homebrew (hand-drawn) regular 16k eprom cartridge with on/off switch.
