No, Darren Clarke wrote Pin Point for Anco. Somebody called Stephan ten Brink wrote the game you mention.
I see the graphical similarity, but that is really where it ends. For a start, you cannot fall off the edge which is pretty novel for this type of game.
It seems to have a little more in common with Spindizzy with its exploration theme.
I do wonder however if he ripped some of the code as the platforms are eerily similar, which I guess is why you're asking
