Yes, and therefore some TV's switch their audio output off while playing anything in NTSC mode. This applies of course, for PAL machines only whose TED is switched to NTSC mode by $ff07/b6.

Nope.
Switching a PAL machine to NTSC mode, doesn't mean that you'll also get NTSC mode screen. You also have to replace the crystal for proper NTSC mode.
The regular NTSC Plus/4's also don't have a significantly faster clock.
In PAL, the processor clock is derived from 17.773Mhz /10, and in NTSC,
14.31818Mhz /8 which result in quite the same clock rates.
