Yes. I contacted the owner of the 364 after seeing him win the auction on eBay, and persuaded him to upload the ROMs. He has since joined cbm-hackers mailing list.

The prototype kernal probably isn't very interesting; apparently it *is*
different from any of the production versions, but I suspect it's things like the tape interface frequencies or whatever was changed at the last minute on 264 series.

The magic voice ROM, on the other hand, is very interesting. I'm going to visit Bo (the owner) at Christmas, but for now I suspect it occupies one of the ROM slots and adds a few Magic Voice style commands (eg. SAY). It would be interesting to make an interface for a real C64 Magic Voice with this ROM onboard, so that a regular 264 series machine could be made to talk.
