Subject: Plus4 video problem - HELP

Hi everyone,
I have a problem with my Plus/4, it will not output any video to the screen,
I have checked the TED, the CPU, Kernal ROM, Basic ROM, RF Adapter and the Clock generation circuit next to the TED chip, these are all functioning fine, the only thing that is not functioning as per usual is pin 23 on the TED chip which is the LUM pin. This pin has a much lower voltage output 1.2V as opposed to 3.35 on my working Plus/4 and C16.
Can anyone offer any advice?
