Well, I know a little bit of German, and I can follow most programming articles. And Swedish of course, but I fear that it won't help much :)
I found a small article in C= Hacking #12 by Levente that explains most of the differences between the TED and the VIC/SID/CIA. It's at least a good starting point, and cleared up a couple of questions I had about the TED Multicolour mode. It also explains what most of the registers between $ff00 and $ff3f do, but I'm stick lacking a good memory map.
