I can answer you on some questions about C64:

C64 needs 9V AC and 5V DC power supply.

Two CIA (<something> interface adapter) chips.

Each CIA has 2 timers (16bit, as I remember), and one CIA can be triggered with external signal (or maybe both).
I'm not sure about minimal time interval, but i wouldn't be too optimistic about this.

They are available on some port, but I don't remember which.
Signals are standard TTL.

Yes, yes.
I have a lot of documentation on C64 in electronic form, and if you want I can e-mail it to you, but only after one or two weeks from now (I have exams at faculty, and I must find it first; it is on a CD, but i don't know which and what is the name of a file).
