You can see this in the docs of the Star Commander (sta.c64.org), but in short: The X1541 relies on the fact that some interface lines on the PC parallel port act as open collector, bidirectional interface lines and connects them directly to the 1541 serial port lines. The XE1541 is a workaround for newer LPT ports that do not behave that way anymore and simulates an open collector output with a Schottky diode and also uses a separate input line.
