Maybe they wanted to make the borders narrower. Sprite pointers and data will be fetched in the side borders, as you probably already knew. The TED has only 57 cycles per line (17 for the border), while the VIC-II has
63, 64 or 65 (23..25 for the border). On the other hand, incrementing the number of cycles per line will also dictate a higher bus clock frequency
(it must be CYCLES_PER_LINE*15625 Hz (a few hunder Hz different on NTSC))
and therefore higher performance.
