Why this game – which I guess, starts from 100 points and decrease'em when you did an infringement of different grades – has a vanity board with REVERSED scores, and the lower score in the top?

It's as you said: the game keeps track of traffic violations, the fewer you commit, the better. The theoretical maximum is zero infractions, a perfect score.

But wait: zero infractions -> equals 100. I usually ends before reaching the spot with scores between 00 and 03, with a maximum personal vote of 10, that's why I guessed: SCORE = 100 - infractions + (maybe) target reached.
EDIT Reached the target, and my score is 14. You're right: the players enters the vanity board only when the target has been reached, that's the minimum requirement to get there, and then possibly the lower the better.

It slightly mirrors how the logic of the real point system on your license works, you violate a rule and get caught, you get penalty points on your license. You get different amounts of points depending what you did. Received points expire and become forfeited after 3 years, or if you complete additional training. You reach 18 points and you license is gone.
