This game has been played by @C64Mark during his streaming dated 17 January 2025, and it certainly shows a distinctive design, although you must have a map of Germany easily available to play it at its best.
A meteorite brings with it a virus that begins to infect the German population starting from a different region every game. You will have to use your funds to be able to go via train in those affected cities, and take care of about sixty infected people to save that single city, making them touch a crystal substance. You can gamble in the casino of the largest cities while waiting for the next train - normal or fast - to earn (or lose!) money and crystals. But you can also sow the crystals to make them grow cell like as in a "game of life", defending them, however, from the crowd that tries to steal them.
Really very original! I did not understand the automatism of 17+4 at the casino, which goes on by itself, but very original indeed.

This reminds me a lot of Agent USA from the Commodore 64.
In that game there was a meteorite that turned a television set into a giant ball of static/fuzz, the Fuzzbomb. People got "fuzzed" into static and became contagious. You had to use crystals to turn them back into normal people, riding trains around the US to put down the fuzz epidemic and finally destroy the Fuzzbomb.
There weren't any casinos in that game (it was educational for kids) but you could plant the crystals and they'd grow into new ones, assuming people in the city didn't try to steal them.
(This is so neat, it really took me back.)
