Ok, looking at the schematics, I see I was wrong about the setup. The crystal feeds the TED chip, not the processor. So the TED is what's changing the CPU speed, and it doesn't necessarily matter that the PAL crystal is faster than the NTSC. But I still need to figure out what gives me the fastest CPU speed, and make sure the delay is long enough using that.
