Why did no-one make games like those? Good question. Well, actually, some people did. One guy is TCFS. We wrote lots of cool Plus/4 games from scratch, using some graphics and tunes from C64 games (since he is no gfx artist/composer). Check out Jerry's Quest, Battery series, Flipper Environment Editor, Exploding Fist, Commando, Flash Gordon, etc. You can look at all his games, and you will see a natural progression: his code got better and better.
The gaming market died, because everyone was making the games C16 compatible too, which crippled the hell out of them. Some of them are very cool and playable, just like the C64 counterparts (e.g. Hustler), but some are much worse (e.g. Ghosts 'n Goblins, Green Beret). If developers spent as much energy on Plus/4 games as on C64 games, we would have a much better software library today.
The converted games are definitely cool though.
