Due to the numerous HW spriteson C64, I think would be a very hard project, if possible.
BTW if you are looking for something colorful and parrallax scrolling, check out Mermaid's part in 8 Shades of Black (Lone Fly witha bird over houses)
I think it is almost as good as the Shadow of the Beast... But do not expect the bird fly over the houses... 
The ZX Spectrum version conversion would easily work, though it uses the AY-3-812 music chip, that is still beyound TED's capabilities.
(but if the much more complex SID could be emulated in some way by the TED...)
