It looks like a 7-bit generator, with the XOR operation between bits 6 and 5, and the output is inverted. The TED uses an 8-bit noise generator. It could be another machine (the same 7-bit generator is actually available in the Enterprise, but it is not a well known machine, and probably was not used in the song), or just noise generated with software.
