If I were to post something to UK, I would be charged almost $34. Though my preferences include a sturdy cardboard box, 6 to 10 day delivery, and insurance ... for $12.99 I would presume a bubble envelope and standard (up to 21 day) delivery.
Three years ago I was only paying $17 to post a parcel of the same size and weight. I wouldn't say USPS "recently" doubled their charges, but smaller increases every few months do add up.
