Perhaps the Programmer's Reference Guide For The Commodore Plus/4, the PDF is online. You can check the publications section for more.
Resources are somewhat scarce in general (due to the small size of our community). My recommendations:
- search; use the general search function or the forum search, there's lots of valuable info
- read; full PDF of books are in the publication sections
- learn-by-example; there are full-blown games and demos with source code released
- ask; there's some friendly folks on this forum who might be able to help out
