Hmm, and there is another possibility: try checking if the IC sockets of the 8501 and the 8360 are still in a good condition, and they're not oxidated. Also, try swapping the 8360 and / or the 8501 by replacements from an other Plus/4 or C-16. These problems could also happen if the TED was unable to generate interrupts to the CPU (as both the keyboard and datassette motor is handled by an interrupt routine). Whether this is because of a bad TED, a bad CPU or a bad contact between them, they'd all result in not handling both the keyboard and the datassette.

There are several possibilities for these problems. For me, they seem to be separate (but they could have been caused by the same fault).
The tape deck: -- The tape deck itself may be faulty. (Try another one). -- The fuse in the computer may be blown (this option only applies to the Plus/4; in the C16 and 116, a blown fuse would also mean black screen). -- U5, 6529B might be broken -- U6, 7406 might be broken -- U2, 8501 (the CPU) might be slightly broken.
The first two are easy to check. The latter 3 are slightly harder. (needs someone experienced enough).
As for the keyboard, the possibilities are:
-- Keyboard connector. If the red LED lights up when turning the computer on, then it should be connected. -- U27, 6529B -- U19, FPLA -- U1, 8360 (TED)
If you connect a joystick to the computer, and when moving it around, you see characters appearing on the screen, then the TED is correct and you could suspect the 6529B or the FPLA.

anyone got any ideas, it powers up ok and displays the commodore screen with the blinking cursor but the keyboard doesnt respond nor does the tape deck! i was trying to load up akari warriors
