Basically, there's no command-line or GUI OS in the Amiga's ROM, but you don't need one just to run stuff. Most Amiga software is self-booting, the disk drives continuously check for a disk (which is what causes the clicking noise every few seconds while on the Kickstart screen.)
The proper OS for the Amiga is Workbench, which comes on disks, and is normally supplied with the machine.
Unfortunately, only Amigas can write Amiga disks (the 1581 uses a different format), and although there are ways to transfer disk images from PC to Amiga, they require you to have Workbench already running on the Amiga. I think the only exception is if you use the Catweasel (which uses the PC's drive to write Amiga disks), but it's probably easier to get a copy of Workbench off Ebay. The version of Workbench has to match your Kickstart revision (So Workbench 1.3 for Kickstart 1.3, etc).

The "Amiga ROM" is called Kickstart. Only the A1000 has to load the kickstart first, all other Amigas have a built in Kickstart. You can see the kickstart version when you power up the Amiga. If a hand appears and a V1.3 your A500 has a built in Kickstart Version 1.3. Some A500 have had Kickstart V1.2. From Kickstart Version 2.0 the start up screen changed to an animated screen there you can see the kickstart version on the left side. After you power up the amiga just put in a workbench disk or a game disk in the drive, that's all. The "d64" file for an Amiga is called adf. I do not know if it is possible to write an Amiga disk with a 1581 (because it is the same drive), but how you create an adf file is described here http://ale.emuunlim.com/guides/adf-create.shtml

Lando, I came across an A500 with 1meg expansion and an A1010 drive. However I received no floppy disks.
Does the A500 have an OS in ROM or do I need to get some boot disks? If I need to get some, can Star Commander and a 1581 write them or do I need something more specialized?
