 First, you must be sure it's a NTSC Plus4

To do this, hit the following line command:
?DEC("FF80") AND 128 [RETURN]

The results can be:
0 = NTSC Plus4
128 = PAL Plus4

If you own an NTSC Plus4:
Your Country uses NTSC TV system? (as US do).
If yes, then the only problems can be running software with critic timing (as disk-loaders, raster FX graphics, etc.).

In this case, I don't think you can easy switch from NTSC to PAL only by changing the crystal.
Better to buy an old PAL Plus4 as my friend Attila said. But when you will have it, you can use it connected to a PAL television set, or to a dedicated Monitor.

 How can I switch a Plus 4 to PAL?
