Hmmmm...
Judging from the fact that the screen is open, the colors are as usual, and the screen has been cleared, I'd presume that the Reset routine has finished; that means, the CPU, the TED, the Kernal ROM, and (at least most part of) the ram must be operational. I'd first check the Basic ROM and the FPLA (both are socketed)... more likely the second.
