Charpad looks like it will work for me. The C64 colour palette isn't an issue for the project.

Plus4Studio is more of a tile map editor.. And I am not entirely sure if it is usable for the normal geek.. If there would be the need for a new screendesigner I would be tempted to code that. Found a simple gui library for C++, ImGui, which would make it very easy to do.. Just have to know what is needed, some sort of a checklist. Would take max a week to complete.

 Drawing character graphic maps

My tool of choice is CBMPrgStudio but it has one big omission. I cannot draw maps greater than 40x25 chars.

Back in the day I used Tony Crowther's 3-in-1 editor, which was epic for the time, but way too clunky now.

What would you recommend to design large screens, i'm looking for something that will allow 4x2 screens?
