Notably different. One raster line is 57 characters wide in both PAL and NTSC systems. You should read the TED specification for more insight. You can find it in Bo Zimmerman's Commodore archive.

Pixel aspect ratios?

C64 pixels are e.g. supposed to be a bit narrower than 1:1 on PAL (PAR ~ 0.93) and relatively tall on NTSC (0.75).

What are the ratios of the C16/ Plus4, are they similar or notably different?
