Yeah it could well be AC when I believe the C16 uses DC if I remember correct, and as James said that might be doing it.
I believe ZX Spectrum adapters are the same as the C16 on the power output and fit, they should work as I've seen people selling working C16's with ZX Spectrum adapters. This is not something I have personally tested though...

Is it a Commodore 116 power supply, or one that happens to have the same electrical rating?
The Commodore 116 (and the C16) use a power supply with + on the ring, - on the tip. Look at the markings on your supply to verify. If + is on the tip, your polarity is backward.

I got a C116 with no PSU. So I found one (9v 1000ma 9va), but every time I switch it on the fuse is broken...
