That's the standard, apparently  The breakdown which you can find in the game (101, 11, 122/129, 13, 14, 159.9, etc.) ...
... appears to match the UDC, seen here.

Had time to check it when on vacation at sea in order to play it and cast a vote (I'm waiting for the fixed version of City Grill to cast a vote for it too!), and the second or third book request has been at 159.9 instead of 15. Why 159.9?
