It's hard. Both the designing and manufacturing part. About few weeks for the first for an experienced person, and for the latter a professional manufacturer.

Not to mention that you listed unavailable the most serious chips (proc,
ted and pla). The 8501 processor itselves is the worst Commodore chip part which I've ever met anyway - when I open an old (non working)
Plus/4 or C16 it's 99% that I meet a bad 8501R1 (xx84). Replacement 8501
chips (manufactured in 88 or later) seem to be stable, though.
