I use Star Commander because it works under Windows pre-XP just fine.
And, if you use load a mouse driver in your config.sys, you can use the mouse in SC while in DOS. That's what we did years and years ago (pre-Windows). 
I agree, if the user is running an XP environment, CBM4WIN is the way to go, as SC has trouble with XP not letting SC control the printer port.
