 It is a common symptom...

... when the so-called TED chip (the heart and soul of the +4) is dead I happened to face it 2 times back in the old days, and now I can experience it on my own C16, too...

but where should i get a TED? ..i have neither a C16 nor a C116 over here...

Please go to Mike Dailly site. Some weeeks ago I passed him 4 scanned pages of Official CBM Repair manual.
Open (and read ) the 4 pages and follow the instructions to detect the type of fault.
If it is the case your TED is death you can replace it, taking it from an old C16.
Warning: there are 2 types of TED chip: first plastic case (not so good ), and second metallic (golden) case: this is better.
