Your new TV should have composite video sockets I would of thought. If so you can use the video connector on the back of your C116 to display a picture and play sound.
The pin-outs can be found here, although I'm sure there is info on the net on how to make the cable. http://www.computersmuseum.com/Computers/Commodore/Plus4.htm
The C64 and so on use the same cable.
