& is documented in the English-language 1551 manual, as well as the 1570/1571 and 1581 manuals. It's immediately after the U commands, as the Utility Loader command. 
I have no idea why Commodore did not document it in the 1541's manual, but it is available on that drive as well. Here is a screenshot from "Inside Commodore DOS" page 362, part of their 1541 DOS disassembly.
