My 2 cents:
This years arok sounds way too ambitious. If we got something ready for next years arok, we all should be happy. From my experience i'd say 3-4 emails on a regular basis will only keep the overall thing going. The closer you get to the deadline, the more you have to communicate - one-to-one. This can be very time-consuming and troublesome, therefore i think two people should share the work.
P.S.: I just looked at the DOTY rules. Perfect! We should take these without a change!
