All this math is only pure speculation. Where are benchmark results?  The mentioned wiki page contains also the words "Speedups in the LOAD command of three to five times were typical". This information should be also used along with other parameters to get exact math. I gave earlier information that Drive II can read only one sector per revolution. So wiki may give information for other drive or for modernized Drive II.
C1541 has internal transfer rate 40 KB/s (http://www.commodore.ca/manuals/commodore_1541_4040_8050_8250_comparison.htm). Commodore +4 can also use many of type of hard disk drives - http://members.optusnet.com.au/spacetaxi64/HD-HISTORY/C64HD-HISTORY.html
